Take a squeeze bottle of ordinary dish soap. Fill your mark's garden hose with the liquid soap and replace the nozzle - then just wait for the fun to begin! When they go to water their flowers or lawn, there will be tons of bubbles shooting from the hose along with the water. They have to wonder why their clear, fresh water is all white and foamy.

Of course, if they are washing their car on the next hose use, you may have just done them a favor instead of pulling off the prank successfully. I wonder if bubble bath would work, too.
